The Small Business Management Stability Voucher is a 2026 Ministry of SMEs and Startups program giving up to 250,000 won in card points for fixed costs such as electricity and gas. This guide covers how to apply for the small business voucher, where to use it, and how to find other programs in official notices on Bizinfo (κΈ°μ λ§λΉ) and Sosanggongin24 (μμ곡μΈ24).

1. Where do you find small business support programs?
- Bizinfo (κΈ°μ λ§λΉ): collects central and local government notices. You can search by program name, ministry, content or hashtag, and filter by field (finance, technology, staffing, export, domestic sales, startup, management) and region.
- Sosanggongin24 (μμ곡μΈ24): the platform run by the Korea Small Business Agency (SEMAS). You can view and apply for agency, local government and partner programs. Applying requires logging in.
- Always recheck eligibility, dates and exclusions in the original notice before applying.
2. What can the small business voucher be used for?
- Announced as Ministry of SMEs and Startups Notice No. 2026-37 (January 28, 2026).
- Up to 250,000 KRW per business, as card points.
- Uses: electricity, gas (city gas, LPG), water, the four social insurances (employer share and the owner’s own), vehicle fuel, and traditional market fire mutual aid premiums.
- Phone/telecom bills are not covered.
- If you opt into the traditional market fire mutual aid when applying, the premium comes out of the 250,000 KRW.
3. Who is eligible for the voucher?
- Opened on or before December 31, 2025
- 2025 sales above 0 and under 104 million KRW (businesses opened in 2025: monthly average Γ 12)
- Not suspended or closed on the application date
- Not in a sector excluded from policy funds (adult entertainment, gambling, virtual assets, etc.)
- One business per person; with joint representatives, only one representative applies.
4. How do you apply for the voucher?
- Apply online on Sosanggongin24 or the voucher site (after login). Eligibility is checked with National Tax Service data, so no documents are needed.
- Pick one of 9 card companies. Only the owner’s personal card can be registered, and you cannot change it later.
- Results arrive by KakaoTalk notification.
- Pay eligible bills with that card and points are deducted automatically. Anything above 250,000 KRW is paid by you.
- Use it by December 31, 2026; unused balance returns to the treasury.
Applications run from February 9 to 18:00 on December 18 (tentative) and may close early if the budget runs out.
5. Who do you contact? (check with each agency)
- The voucher site lists 1533-0600 (voucher line) and 1533-0100 (agency main line).
- The ministry press release names 1533-0100 as the voucher call center.

6. How are the 250,000 won deducted in practice?
Example (illustrative numbers): an owner who did not choose fire mutual aid
- Pays a 120,000 won electricity bill with the registered card: 120,000 points used, 130,000 left
- Next month pays 150,000 won in social insurance: 130,000 points used, 20,000 paid by the owner
Common mistakes
- Assuming phone bills are covered (they are not)
- Trying to register a corporate or family card (owner’s personal card only)
- Choosing a card company casually (cannot be changed)
- Saving points past December 31 (balance expires)
- Applying for other programs without reading the original notice
